We have an exciting opportunity for an experienced Contract Manager working on Highways England Scheme Delivery Framework (SDF) in the Southwest, operating as a Tier One Contractor.

As Contract Manager, you will have overall responsibility for all aspects of successful scheme delivery, ensuring all works are completed in a safe manner, on time, to budget and to the quality required in the Scope.

The Contract area (Area 1 & 2) covers over 620 miles of motorway and strategic A-roads across Bristol, Somerset, Devon, Gloucestershire, Wiltshire and Cornwall

The Role

  • Ensure Highways England’s Imperatives ‘Safety, Customer and Delivery’ are met

  • Contract Management of a £10m Framework, delivering Technology and Road Lighting Schemes across the Southwest

  • Champion Safety, Health and Environment and promoting a culture of innovation, collaboration, best practice, and Continuous Improvement

  • Be actively involved in ECI, and be part of an integrated development team to ensure a safe, buildable and timely design is achieved within the detailed design phase to allow efficient delivery of schemes

  • Work with the commercial team to manage costs, and maximise cash flow and profitability, capturing any changes in scope.

  • Work with the client and commercial team to manage change and to ensure correct allocations within the client allowances and budgets to cover the scope

  • Reviewing Works Information and providing technical support to the estimating team

  • Ensuring Quality of works are maintained and smooth handover achieved

  • Liaising with the Client [Highways England] and the Designer along with collaborating with other SDF community partners

  • Managing dedicated, central and subcontractor resources to enable delivery of the forward programme

  • Attend SDF community events and become an active member of the community

  • Reporting to Framework Manager

  • Support internal and client auditors to continually improve the framework processes

  • Gathering data to provide evidence for performance management and maintaining expected client performance levels

  • Working with the business enablers [H&S Professionals, Continuous Improvement Manager, Central Services]

Candidate Requirements

  • Membership of the APM, CIOB or RICS [Desirable]

  • Green Belt in Lean [Desirable]

  • Minimum of 10 years’ management experience


  • Demonstrable collaborative and leadership skills

  • Up to date knowledge and understanding of CDM and health and safety regulations

  • Demonstrate first class contract management capabilities, able to showcase a track record of delivering to client’s expectations.

  • Good communicator

  • Adaptability to work on multiple activities simultaneously

  • Knowledge of the Highways Sector

  • Strong knowledge of NEC 4 options C and E

  • Understanding of MS Office Suite

  • Undertake safety critical medical [Pre-Employment]

  • DBS check
