We have an exciting opportunity for an experienced Supervisor working on Highways England Scheme Delivery Framework (SDF) in the Southeast, operating as a Tier One Contractor.

As Framework Supervisor, you will be the main point of contact on site. You will oversee and maintain the site, including effective co-ordination and planning of the works. Undertake site briefings, inductions and safety tours.


Responsible for the implementation of health and safety procedures on site and ensure the working methodology is in accordance with the risk assessments and method statements and undertake other such duties as required under CDM Regulations.

Supervise the works on site, and ensure all works are undertaken in accordance with the requirements of the Scope.

Assists in the development and maintenance of pre-construction, construction, and closeout execution plans. Procures materials and other such items as required. Gathers information and provides site reports. Raises technical queries (TQs) for resolution to the Client’s design team.

The Contract area (Area 3 & 4) covers the motorways and strategic A-roads across Hampshire, Surrey, Berkshire, Oxfordshire, Dorset, Wiltshire, part of Buckinghamshire [Area 3] and Kent & Sussex [Area 4]

The Role

  • Ensure Highways England’s Imperatives ‘Safety, Customer and Delivery’ are met

  • Support the delivery of Technology & Road Lighting Schemes across the Southwest

  • Champion Safety, Health and Environment and promoting a culture of innovation, collaboration, best practice, and Continuous Improvement

  • Collation of RAMS and job packs

  • Handover documentation compilation and distribution

  • Support the Contract Manager with ECI, and be part of an integrated development team to ensure a safe, buildable and timely design is achieved within the detailed design phase to allow efficient delivery of schemes

  • Support the Contract Manager to manage change

  • Reviewing Works Information and providing technical support to the Contract Manager and estimating team

  • Ensuring Quality of works are maintained and smooth handover is achieved

  • Liaising with SDF Delivery Partners and the Client [Highways England]

  • Supervise dedicated, central and subcontractor resources to enable delivery of the forward programme

  • Reporting to Contract Manager

  • Support internal and client auditors to continually improve the framework processes

  • Working with the business enablers [H&S Professionals, Continuous Improvement Manager, Central Services]


Candidate Requirements

  • SSSTS [Required]

  • HND or equivalent

  • ECS Card [Required]

  • Yellow Belt in Lean [Desirable]

  • Minimum of 5 years’ Supervisory experience

  • Good knowledge of Highway Technology, communications, Traffic Signals, Road Lighting & Traffic Signs

  • Up to date knowledge and understanding of CDM and health and safety regulations

  • Good communicator

  • Adaptability to work on multiple activities simultaneously

  • Knowledge of NEC 4 options C and E

  • Understanding of MS Office Suite

  • Undertake safety critical medical [Pre-Employment]

  • DBS check
